REYLIST8 keeps every list to eight, so this introduction stays short too. Rudy Flores is a Real Estate Strategist and Realtor® with Coldwell Banker West. He works with the Patti & Jeff McKelvey Team and helps people buy and sell in Rancho Del Rey and across Chula Vista.
Rudy’s background is telecom site acquisition. For about 12 years he negotiated leases and steered cell sites through local permits and zoning. A planned neighborhood like Rancho Del Rey, with its own plan areas and districts, raises many of the same questions about what a property can and can’t do.
One Address, Several Rule Books
Rancho Del Rey was approved by the City of Chula Vista in three Sectional Planning Areas, called SPAs I, II and III. In 1989 the city formed an open-space district to pay for the upkeep of the community’s natural and landscaped open space. Some homes also sit inside an association with its own design rules. So a single lot can answer to city zoning, a SPA plan and a set of CC&Rs at once.
Rudy spent years working through permits and zoning with cities. When you picture an addition, an ADU or a new pool, he helps you see which of those rules touch the plan. Then he helps you frame the question for Chula Vista’s Development Services department and for your association, before any design work starts.
Canyon-edge homes bring their own list: property lines, easements, drainage, fire-hazard maps and who maintains the slope. Easements and right-of-way are both rights to use land, and right-of-way was part of Rudy’s cell-site work. Homes here went up from the 1970s into the early 2000s, so he also asks about the permit history of past additions. Getting those answers early leaves time to weigh them before you set a price or make an offer.
Working With Rudy, Step by Step
- Start with the four-question Home Strategy Quiz or book a 15-minute call. He reads each quiz answer himself.
- Share the address. Rudy checks which layers apply: city zoning, the SPA plan and any association. He also looks for an open-space or district charge on the tax bill, which a title company can confirm.
- For a home by the canyons, he helps you gather the survey or plat map, the title report and the association papers, and he can point you to inspectors who know these lots. An attorney, CPA or lender answers the legal, tax and loan parts.
- He films and edits his own listing and neighborhood videos, including one on an empty lot at the top of Rancho Del Rey. You can watch them on the Media page.
- Once the facts are in, he sets them side by side, so your choice to buy, sell or hold rests on what you learned.

Questions about working with Rudy
Can Rudy tell me if the city will approve my project?
No. Approval belongs to the City of Chula Vista and, where there is one, your association. Rudy helps you find the right desk at the city and get ready for that first talk. Design, engineering and legal work stay with licensed pros.
I’ve owned my Rancho Del Rey home for years. Where would Rudy start?
With the facts for your address: recent nearby sales, the age of the big systems and the permit records for past work. From there he walks through the choices, such as updating first, selling as-is or keeping the home as a rental. Prop 19 and tax questions go to the county assessor and a CPA.
Does Rudy only help with homes in Rancho Del Rey?
No. REYLIST8’s lists stay close to Rancho Del Rey, but Rudy works with buyers and sellers across the Chula Vista area. The 15-minute call is open to questions about either.
